So ping / nslookup cannot resolve dns names. But a browser can. What browser? Chrome? I ask as chrome is set to bypass local dns and use googles own dns by default. Any weird crud in the hosts file?...

The best answer goes to Carl Holzhauer       for his suggestion of "netsh winsock reset" which resolve the issue completely.  Mike400 got a Helpful post for his suggestion of checking out proxy...
